Captain America and Silver Sable follow up on a lead they got out of Major Weil that they suspect could be false. The military won’t allow Spider-Man to help. Spider-Man disobeys and frees Major Weil and follows him to the National Archives. Terrorists there are trying to wire a bomb to the vault containing the Constitution, Declaration of Independence, and the Bill of Rights. Spider-Man is about to fight them when Red Skull comes in through a secret passage. Red Skull explains that the plan is to blame Symkaria for it and start a war and then offers Spidey a million dollars to help. Spidey refuses and stops the bomb, but can’t get Red Skull before he ducks into the secret passage. Peace is resolved between Symkaria and America with the new evidence that America wasn’t behind the murder of their Prime Minister. The military thanks Spidey and apologizes for not letting him help.
