Hydro-Man emerges from the water tower where Spider-Man nabbed the assassins from the last issue. Spider-Man escapes, being to tired and weak to be able to win the fight. Hydro-Man and Sandman run into each other and decide to team up against Spider-Man. The fight leads to a pier. Sandman and Hydro-Man accidentally dive into each other and as one they fall into the harbor. At the end of the issue, they both emerge as one being. Sand and Water combined together in one terrifying giant.
